12.2 State Operations Centre (SOC) – SURFCOM

Purpose

To provide operational guidance regarding the role, functions, and operational capability of the State Operations Centre (SOC) – callsign SurfCom.

Overview

The State Operations Centre (SOC), callsign SurfCom, provides coordination and incident management support for lifesaving operations.

The SOC supports operational awareness, resource coordination, emergency service liaison, incident logging, and communications support for SLSSA lifesaving services.

Procedure

Operational Functions

SOC functions include:

  • Incident coordination,
  • Radio communications,
  • Resource tasking,
  • Emergency service liaison,
  • Welfare coordination,
  • Operational intelligence,
  • Escalation management,
  • Asset coordination,
  • Search coordination support,
  • Incident logging, and
  • Operational monitoring.

Operational Scope

The State Operations Centre (SOC) operates 365 days a year, either in an operational or remote capacity for activations and other events.

Seasonal hours may vary, however minimum operating hours are 09:00hrs – 18:00hrs 7 days a week during the patrol season.

The SOC may extend operational or activation periods based on operational demand, incidents, weather, public safety requirements, or major events.

Scheduled patrol operations should not occur without access to SOC operational support arrangements.

Where practicable, a minimum of six hours notice should be provided to the SOC for additional patrols, training activities requiring operational support, or non-standard operational activities.

After Hours Operations

The SOC retains the capacity to be activated after-hours and out-of-season for specific events and emergency incidents.

The SOC maintains the Surf Emergency Response System (SERS), also known as 13 SURF.

The SOC will determine and advise the most appropriate communications method for after-hours operations, including phone or radio communications.
